DHS said ICE lodged a detainer asking Kentucky authorities not to release Jose Lopez-Hernandez, who was convicted in a case involving the sexual abuse of a 14-year-old girl in his church office. The statement says he also had prior arrests for theft, forgery, and reckless and careless driving.
